In 2003, he graduated from Tashkent State University of Economics majoring in Economics. In 2003-2005, he was a graduate student of Tashkent State University of Economics, in 2005 he gained master degree in economics.

In 2006-2009 he was an independent researcher of Institute for Forecasting and macroeconomic research. In 2010 he conducted and successfully defended a scientific research work on the topic " improvement of microfinance relations of dehkan farms" at Banking and Finance Academy of the Republic of Uzbekistan.

From 2011 until now he has been working as a professor assistant in the Department of “Corporate governance”. In the Department of Corporate Governance, he mainly conducts lectures and practical training for undergraduate and graduate students in the subjects of "International corporate governance", "Behavioral economics and public policy", "Antitrust policy of foreign countries". Dr F.Djalilov is the author of training manuals and textbooks on "Behavioral economics and public policy" and "Antitrust policy of foreign countries", "Corporate governance policy of foreign countries".
